Reporting to the Manager of HR Advisory Services, this role is responsible for leading the town’s talent acquisition functions, focusing on building recruitment strategies that translate current labour market conditions and predictors of future labour market conditions into talent acquisition strategies, processes, and programs. The focus will be to define and implement efficient processes, develop talent that support the talent acquisition workflow and create a positive experience and lasting impression for all candidates.
This role will also coordinate of the integration and implementation of programs and initiatives with HR colleagues in alignment with the department’s short- and long-term plans and objectives.
What can I expect to do in this role?
Talent Acquisition
- Overall strategic and process leader for running an efficient and effective talent acquisition team with strong day to day operational focus
- In alignment with corporate objectives, collaborate with HR Associates and hiring managers to implement creative solutions for hard to fill roles and apply strategies that reduce time to fill metric
- Develop a strategic and effective talent acquisition plan that will deliver high quality candidates for the Town’s various business units
- Research, develop, implement, and evaluate recruitment policies, procedures, and guidelines to ensure best practices, legislative compliance, and timely updates, all while applying an inclusion lens
- Work with the HR team to create, implement and maintain the templates, documents and tools used across the entire talent acquisition life cycle (including but not limited to job posting templates, interview guides, offer letters, reference checks, etc.)
- Ensure a strong hiring manager experience including maintenance of training and training reference materials to create repeatable managerial excellence in the candidate experience
- Collaborate with stakeholders to develop, implement, and continually improve the Town’s Employer Value Proposition and related internal and external brand strategy
- Provide recommendations for digital and social media programs based on emerging technologies and social platforms as it relates to candidate attraction
- Responsible for agency vendor management and determining partnerships based on recruitment needs
HR Special Projects & Initiatives
- Monitor, lead and/or participate in project teams, committees, working groups or networks for the implementation and ongoing support of HR initiatives and programs in alignment with departmental priorities
- Develop and implement initiatives to support the Town’s multi-year IDEA (Inclusion, Diversity, Equity and Accessibility) plan as it relates to talent acquisition diversity and inclusive recruitment strategies for the Talent Acquisition team in partnership with hiring managers
- Maintain an up-to-date roadmap for all assigned projects, initiatives, recurring work, and system upgrades while providing progress reporting to stakeholders
- Implement and manage project changes and interventions to achieve project outputs
- Collaborate with HR team members is developing management and employee tip sheets, Q&A documents, etc.
- Assist in developing management and employee training materials
- Maintain HR pages on intranet and external website to ensure content is up to date, informative, and engaging
Data Analytics, Systems, and Continuous Improvement
- Solicit and make effective use of candidate and hiring manager feedback to drive continuous improvement of talent acquisition processes
- Develop and implement metrics and reporting to measure effectiveness of talent acquisition activities, techniques, and strategies
- Analysis of exit interview data to identify and notify of trends and issues
- Work closely with Corporate Communications to track metrics and engagement scores on social media channels to incorporate into the Town’s brand strategy
- Act as business owner for the Town’s applicant tracking system (ATS), including:
- work with the system provider and Information Technology Solutions (ITS) department to ensure systems are consistent with business requirements
- administer and own data for the ATS
- liaise with system vendors and ITS to assist in the development, configuration, functionality, and implementation of ATS upgrades
- train talent acquisition team and hiring managers on new workflow processes/functionality
- utilize the applicant tracking system to actively track, manage, and report on candidate pipelines to enhance stakeholder communication and ensure effective process management
Leadership
- People leadership of the internal team of HR Associates – coach, develop, and provide ongoing feedback to direct reports to ensure best practices and diversity and inclusion lens is applied through the full talent acquisition cycle
- Make staffing decisions and establish expectations and clear accountability for team members
- Implement and lead operational change, as required, within the functional area.
- Provide assistance, advice, and support to the team and act as a back-up when necessary
How do I qualify?
- Bachelor’s degree in human resources, business management, or other related field (other post-secondary academic credentials may be considered in combination with extensive related HR experience)
- Minimum of 5 years of related HR work experience acting in an intermediate to senior level HR consultant/business partner capacity in a unionized environment, preferably in the public sector
- CHRP or CHRL designation in good standing with the HRPA
- Formal training/certification in LEAN methodology is strongly preferred
- Previous supervisory experience and demonstrated ability to coach, develop, and motivate team members
- Demonstrated knowledge and effective application of HR best practices in the areas of talent management, policy & procedure development, employee & labour relations, HR systems optimization, and process improvements
- Proficiency in Microsoft Office Suite and relevant ATS, HRIS systems, social media, and job board sites
- Strong organizational and project management methodology skills with attention to detail; including the ability to multi-task on multiple projects simultaneously.
- Relationship-building, collaboration, presentation, coaching, and facilitation skills to coordinate, and collaborate with, project team and other stakeholders; provide advice and guidance; build partnerships, networks, and client relationships; and participate as an effective team member
- Strong written and verbal communication, problem-solving, time management, organization, and research skills, combined with creativity and innovative thinking to find new and/or unique solutions to challenges
