Lori Bolton

City of Orillia
Lori Bolton serves as OMHRA’s President. She previously held the positions of Vice President of Finance and Stakeholder Relations and Chair of the Stakeholder Relations Committee.
Lori is the Director of Human Resources for the City of Orillia, where she directs and administers the corporate human resources function, including employee labour relations, collective bargaining, compensation and benefits administration, employee performance management, corporate training and development, health and safety functions, and payroll.

Susan Hsiung

Susan Hsiung - Vice President
City of Markham
Susan is an HR Business Partner at the City of Markham, with extensive experience in both the private and public sectors. She holds an Honours degree in Arts, specializing in Employment Relations and Economics, from the University of Toronto. Susan is also a Certified Human Resources Leader (CHRL) and a Certified Compensation Professional (CCP). In her role, she provides strategic consultation and guidance in critical areas such as talent management, employee and labour relations, performance management, compensation and workforce and succession planning. Susan’s strategic mindset and innovative approach significantly enhance the Board’s effectiveness, driving impactful decisions and initiatives.

Jason MacLean

Jason MacLean - VP - Advocacy & Member Services
City of Niagara Falls
Jay MacLean is Vice President of OMHRA and Chair of the Advocacy and Member Services Committee as well as Chair of the Transit Municipalities Working Group. He was previously Chair of the Education Committee.
As the Senior Manager of Human Resources for the City of Niagara Falls, Jay provides leadership and guidance to all levels of management and employees in the areas of employee and labour relations, corporate policies, performance management, collective bargaining, human rights, as well as many other employment matters. He has developed and overseen various HR strategies and change management programs to foster healthy employee relations and to ensure alignment with municipal strategic priorities.
Jay has also served as a high-performance consultant for many of Canada’s Olympic athletes during the 2008, 2012, 2016, and 2020 Olympic Games. He was also an athlete on Canada’s National Olympic Weightlifting Team for ten years.

Louise Ann Riddell is Past President of OMHRA. She spearheaded the relaunch of our Labour Relations Information System (LRIS) Database.
Louise Ann is the Senior Manager, Employee and Labour Relations for the City of Mississauga. She is responsible for all aspects of their Labour Relations and Employee Relations with a team of Human Resources Business Partners and Managers. In addition to her role as Past President of OMHRA, she currently serves on the Executive Committee of the Emergency Services Steering Committee.

Gary is an accomplished HR professional with over a decade of experience in human resources management. As the HR Business Partner for the Corporation of the County of Essex, he brings extensive expertise in all aspects of HR, including talent management, labour relations, and organizational development. He is dedicated to fostering constructive union-management relations and promoting a positive, inclusive workplace culture is an important component of his approach.
Gary holds a Bachelor of Commerce degree from the University of Windsor and is a Certified Human Resources Leader (CHRL). His strategic approach to HR and understanding of municipal operations make him a valuable asset to the OMHRA board. He is enthusiastic about contributing to OMHRA’s mission and looks forward to driving initiatives that benefit Ontario’s municipalities.

Lori is responsible for managing all business functions of the Human Resources division which includes talent management, total rewards, health and safety, HRMS as well as employee and labour relations. Lori leads a team of dedicated Human Resources professionals in service to almost 7000 employees across fifteen unique and diverse service areas.
Lori has proudly served the City of Mississauga for over 25 years. Prior to this role, Lori spent more than two decades in leadership roles with the City of Mississauga’s Human Resources Division along with serving as the Chief Executive Officer of the Mississauga Library System. In addition to her work in Human Resources and the Library, Lori spent six years in the City Manager’s Office where she provided leadership to what became the largest community engagement initiative in the City’s history resulting in a Strategic Plan that represents the city’s vision for the next 40 years.
Lori earned an honours degree in Political Science from the University of Western Ontario, a Masters Certificate in Municipal Leadership from the Schulich School of Business at York University and certification as a Human Resources professional. Lori is a member of the Human Resources Professionals Association.

Emily is the Emerging Leader representative on the OMHRA Board of Directors. With four years of experience in Human Resources, she holds a Bachelor of Business Administration from Brock University, concentrating in Human Resources Management. She also holds a CHRP designation.
After graduating, Emily began working for the County of Brant. In her current role she focuses on recruitment and selection where she strives to find the right talent for the right roles.

Danielle Miller

Loyalist Township
Danielle began working for Loyalist Township in 2018 after graduating from Concordia University with a double major in Accounting & Management. In her current role she focuses on Health & Safety, Recruitment & Selection, and Disability Management, while also supporting the Payroll & Benefits functions.
Danielle was previously the vice president of CUPE local 2150 and worker co-chair of the Joint Health & Safety Committee. She now sits as a management chair of the JHSC and coordinates the committee’s activities. Danielle is also a member of the Canadian Payroll Association.

Karie Ortgiese is a human resource leader with over 20 years of experience in the municipal and health care sectors.
In her current capacity as the Director of Human Resources & Corporate Safety at the City of Thunder Bay, she provides strategic leadership and guidance in the areas of talent acquisition and development, labour relations, safety and compensation, benefits and health services.
Living and working in Northwestern Ontario, which is characterized by its expansive geography and diversity, Karie continually strives to bridge the gap between skilled talent and the opportunities this unique region has to offer.

Jane is the Chair of the OMHRA Education Committee. She currently serves as HR Director for the County of Simcoe and has extensive experience in both the public (Municipal and Health Care) and private (Manufacturing) sectors. She previously served as Chair and a member of several Human Resources Committees with the Ontario Hospital Association, as well as a member of multiple not-for-profit Boards.

Amy is the Director of Human Resources for Oxford County and has 20 years of experience in the municipal and non-profit sectors, leading the full spectrum of human resources services.
With a passion for sharing her knowledge and experience, Amy has spent the last 17 years teaching HR courses at various post-secondary institutions. She consistently strives to make a positive organizational impact through progressive HR policies and programs that contribute to attracting, retaining, and engaging the highest quality employees.

Wanda works with a highly dedicated team responsible for providing leadership and strategic direction on Human Resources objectives and practices that encourage and support a culture emphasizing excellence, quality and productivity, empowerment, goal attainment, safety, and the recruitment, retention and ongoing development of an engaged workforce.

Kathy began her career with the City of Brantford, supporting its recruitment, labour relations, training and job evaluation functions. She subsequently spent four years at the Brant County Health Unit as the manager of HR where she was responsible for all aspects of human resources, health and safety and payroll. Kathy joined the City of Waterloo in 2018 as the Manager of Employee Relations. She assumed the role of Director of Human Resources in 2019 and continues to work in all areas of human resources management.
