From Policy to Practice: The Impact Of Poor Policy Management On The Employee Experience And Workplace Culture

Workplace culture is often viewed through the lens of employee behaviour, with a focus on fostering a sense of belonging and comfort in the workplace. While these are important aspects of a positive work culture, the factors that influence employee behaviour often originate at an organizational level. Policies, procedures, standards, and expectations all play a significant role in shaping the employee experience and establishing the basis from which workplace culture develops.

Appropriate policies and procedures are fundamental to the maintenance of a positive employee experience. Well-developed standards promote compliance, stability, and efficiency within the workplace, often serving as a guideline for addressing conflicts, risks, and complaints. Any organization should have a transparent investigative process available to all members of staff, ensuring anyone is able to report misconduct with confidence that the issue will be resolved. Yet, the existence of these standards alone is insufficient. Whether the policies are faulty at their core or simply not being properly enforced, the consequences are often reflected in the workplace culture.

Examples and Consequences of Poor Policy Structures

A 2022 survey revealed that 60% of employees believed that their management prioritized profits over the well-being of the staff, highlighting the lack of trust often present within a team dynamic. Heightened focus on sales often minimizes the value of the employees working to gain said profits. For example, stricter attendance policies to increase production seems ideal from a sales perspective; however, implementing this kind of policy without proper considerations of workload, work-life balance, and extenuating circumstances makes it seem more like a punishment than an organizational improvement. Over time, a narrowly focused approach such as this may contribute to increased burnout, reduced morale, and decreased engagement, all of which affect productivity and retention.

A similar issue can arise when performance review procedures are not implemented with clear communication and transparency, creating an environment of uncertainty and insecurity among employees. These challenges are further compounded when processes are not consistently applied across the organization as employees are quick to recognize disparities in treatment, decision-making, and outcomes compared to their peers. In many cases, variations in performance management become a recurring theme in workplace complaints, particularly where expectations and evaluation criteria are not clearly defined or evenly applied. Perceptions of unfairness in the workplace severely impact the employee experience, leading to disengagement and emotional withdrawal, high turnover, and a reputational risk for the organization.

Preserving Workplace Culture

Frequent review and revisions of policy and procedures are vital to ensuring standards are followed and needs of the workplace are met. It’s also important to be impartial and objective when analyzing internal policies and practices. In some cases, an independent workplace investigator may provide valuable insight into whether existing policies adequately address reporting mechanisms, complaint procedures, and organizational responsibilities. A third-party assessment of existing practices can also help identify gaps, inconsistencies, or areas where policies may not be applied as intended, offering an external perspective that supports informed decision-making and builds organizational credibility.

From an investigative perspective, workplace culture issues are revealed through patterns of the employee experience. Policies and procedures provide the framework, but it is their application, or lack thereof, that determines how a business functions in practice. Maintaining consistency in policy development, communication, and enforcement is critical to ensuring that organizational values are reflected in day-to-day operations and a positive workplace culture is upheld.
